How can a journal or publisher prevent its board members and authors from contributing to or associating with questionable journals? It isn’t easy. Please advise.

Thank you for your question. As you say, this is not easy. There are tools such as the Think.Check.Submit https://thinkchecksubmit.org/ that you can ask them to use. In addition to this authors could refer to this short article for tips “Predatory publishing practices: what researchers should know before submitting their manuscript

You could also use tools like Pubpeer and RetractionWatch Database to train your staff to identify any possible misconduct. Hope this helps.

I would strongly recommend to focus resources on building skills to detect unethical practices and raising awareness of the same using the tools and guides mentioned earlier.
Due to the increasing concerns surrounding predatory publishing and its evolving unethical practices, it is not advisable to rely on a single list.
